How to Improve a London Flat's EPC from D to C
London flats — especially Victorian and Edwardian conversions — often sit at D or E without recent upgrades. With the proposed Band C minimum for private rentals by 2030, landlords in boroughs like Waltham Forest, Havering, and Enfield are planning improvements now.
Start with your existing EPC report
Your current certificate lists recommended measures in priority order. Read section “recommended improvements” before spending money — it tells you which upgrades matter most for your specific flat.
Quick wins for London flats
- Loft insulation to 270mm — often the best payback in top-floor conversions
- LED lighting throughout (including communal areas you control)
- Draught proofing sash windows and external doors — common in period stock
- Smart thermostat and TRVs on radiators
- Hot water cylinder jacket if you have an uninsulated tank
Bigger upgrades when D won’t reach C
- Condensing boiler replacement (if your current boiler is old and inefficient)
- Cavity wall insulation where suitable — less common in some mansion blocks
- Double glazing — check listed-building or conservation rules in Camden or Westminster
- Solar PV where roof access and orientation allow
Borough-specific context
- Wandsworth & Newham: councils actively enforce current MEES (minimum E) — you cannot let at F or G regardless of 2030 plans
- Outer East/North London: Havering, Enfield and Waltham Forest have high proportions of below-C stock — upgrades now avoid a rush closer to 2030
